Compiler Changes

The transition from Intel Skylake processors on Joule 2.0 to AMD EPYC processors on Joule 3.0 necessitated several compiler changes for Joule 3.0.  As part of the changes, the Intel Compilers will not be available as a module on Joule 3.0. Multiple versions of the Intel Compilers were evaluated on Joule 3.0 over a span of several months and numerous significant issues were identified. Intel provides no support for Intel Compilers on AMD Processors. So these issues remain unresolved. As such, the GCC and AMD AOCC compilers will be used as the primary compiler stacks for Joule 3.0. The minimum supported versions of these compilers will be GCC 13.2.0 and AOCC 4.1.0. These versions are the earliest to support the AMD Zen 4 architecture.
